Telepathy is also easier within those distances. It can also be used for training so you can recognize people. This is needed for recognizing someone from a further distance. It also wise to come in contact with the individual from time to time to remember their familiarity. It's almost like recharging a battery for wireless communication when people come back in contact.
Everyone can do this but some people are obviously better at it than others. Oh and it doesn't work if one of the individuals doesn't know how to use it. It'd be as pointless as talking to a fucking wall.
