Feels like the direct and obvious consequences of austerity policies, perhaps worsened by the pandemic, but unless the people who would shop in towns have money to spend it's not going to improve.
If I were playing 'fantasy government policy' I'd also put some extra tax on alcohol sold through supermarkets etc. to reduce the price difference from alcohol sold in pubs.
