I am told by an infectious disease expert that "spreading disease" includes spreading it to yourself. Also that legislator intent is less important than actual wording. So it would indeed be arguably legal to wear a mask for preventing spread to oneself.
However, by the time you get to the arguing it stage (in court) you have already had to remove the mask, because yeah, anyone can tell you that you have to at least temporarily for ID, and police can tell you that you have to (not temporarily) for any reason (or none): they have removed stipulations about why cops can tell you that you have to remove a mask--they don't need suspicion or probable cause.
