my then wife was a college student and for a time, we lived in a basement apartment in the city. That BASEMENT apartment, did not flood. But a mile away a neighborhood did, but most of the houses are repairable.
Communication is still a problem and there is plenty of infrastucture damage and recovery will take a while, but it isn't the whole city.
