Probably because he didn't want to create a "social network based on Bitcoin," but rather a "truly decentralized Mastodon."

Years ago, Fiatjaf did a live stream on the Bitcoinheiros channel ("Bitcoiners in Brazilian Portuguese") where he explained a bit about why he created Nostr.

Basically, he wanted to make a better version of Mastodon, really decentralized, to distribute the relays more and not centralize so much on the instances. He even comments, "This was such a simple thing; I didn't understand at the time why no one had done this before."

The entire live stream is in Brazilian Portuguese, as everyone is from Brazil, including me and Fiatjaf, but I will include these screenshots where he explains a bit about this structure.
