You can’t pay to an on chain address with a lightning wallet, unless it is a joint on-chain and lightning wallet like Muun. However in this case, they are pretty much just paying the on-chain invoice and then taking your lightning sats.
So yes, a channel has to be closed to be used for on-chain txns again.
