Actually, this is true for a lot of japanese RPGs. Bizarre that they would port just the western version of a game to PC. I can understand doing this on consoles, but not Steam.
The Japanese version of Valkyria Chronicles 1 was never released on Steam. Another weird port choice, probably due to circumstances related to regional copyrights, distribution or something. Dunno.
