The reason these laws tend to fail to pass is that Christians outright ignore them when they pass. Very little fighting. They'll go to court over them, but they just keep doing the thing that was outlawed. It gives the government the appearance of impotence. Governments have too many subjects to allow any appearance of impotence to stand and they are severely outnumbered by Christians.
