They don't. Twitter, Insta, Discord all demand phone numbers, all filled with scammers and bots. They want your phone number to identify you, they don't care about scammers.
A phone number is more than a number - it is bought under your real name and address which your telecom company is happy to sell to any buyer. Phone number is the most unique bit of information a company can get out of you, other than your ID/bank info.
