Grocery stores have sort-of an excuse for the cool temps — *all* food (not just produce) keeps better when it's cool.

OTOH, offices have no excuse for turning their A/C up so high. Many women I know have to bring a cardigan to work in the summer; my spouse calls summer in an office building "women's winter."
