European automakers currently can't compete with Chinese EVs, which prompted EU to increase tariffs. EU is nearing a trade war with China and automakers can't catch up to China when it comes to EVs (and many other technologies). The European Green Deal and Euro 7 stifle any innovation in the European car (both with ICEs and EVs) market. ICE vehicles are currently the only option for these automakers to survive until they can catch up and when they are killed, it's over for these automakers. The industry will seize to exist.
Then there's also the thing where the EU backstabbed Germans that demanded ICE vehicles could be produced, if they were "carbon neutral". The intended use case for that exception were engines that could run on the new clean fuels (fuels made from harvested CO2). The actual result was that ICE vehicles can be manufactured only if the whole life cycle from factory to scrapyard will be "carbon neutral". Something that is basically impossible.
