This proposal is intellectually bankrupt. It will severely limit capital formation and force liquidations to pay tax. Why not, as a first step, tax foreign investors in U.S. markets?! They PAY ZERO TAX. ZERO short-term gains tax and ZERO capital gains tax. @jasonfurman
