... let's remember that water infrastructure belong to the public, not the councils. Central government functions here as a property manager who looks after public property for us, and the councils are akin to a contractor retained by them to do some of that work (via delegated legislation). If a house I owned was falling apart as badly as our water system, I'd be pretty cross if the property manager left the same contractor in charge, and just demanded they magically do better.
