Two reasons:
(1) Canadians who dislike the Liberal swing to the right and are looking for progressive alternatives are assessing the NDP.
Singh, however, is not appealing as a candidate; he seems power-hungry, and since Canadians are often racist, he wears a turban and has brown skin.
(2) And, Singh just used the NDP to prop up the Liberal government for a few years. Yes, some good things happened, but to separate the parties in public perception, the NDP need a new face.
