I can definitely envision that there will be hosting services that allow for easily spinning up a relay that is just for starting a relay-based community, so I don't think the barrier to entry for relay-based communities is even going to be a big deal.
Those of us who want to host our own relays for maximum sovereignty with our relay-based communities will still be able to do so, too. It will be similar to the gap between most users relying on custodial Lightning, but those of us with just a little technical know-how can always go the self-custody route, so long as the tools are available to do so.
I also heartily agree with your ideas about using existing kind 1984 reporting as the basis for moderation, and then the relay owner and whoever they whitelist as a mod can decide what to do with those reports, if anything at all.
