There’s an urban legend that floats around Ikhwani types. No idea if it’s true but iirc it goes like:

Honestly, I’m not so sure the Israelis are any more domestically civil than the Arabs.
But the story does betray an MB-Islamism obsession with a culture of civility among the subaltern despite what I’d describe as their often misguided assumptions about how to engender it.
