In regards to HLS, specifically in a regular enclosure, it is likely suicide.
It would create downstream impacts on devices that don’t support HLS by default.
An alternate Enclosure is the only place for HLS.
But we have done video via MP4 for 15 years in a Regular Enclosure without a single complaint EVER!
The added cost of doing HLS or in addition to MP4 is not worth it
That said, all app developers should have specific rules for video, aka setting it not to auto-download, easy fix
