This is the problem I have with anarchism. I don't see how a system of "rules without power" can feasibly work. If you have a system with rules, but this system lacks any power structure to enforce these rules, then the people in this system would essentially have to hope that the other people within this system will follow the rules, which doesn't seem like it would work, especially in larger societies.
