When you buy fuel/petrol/gas for your car, the price may be 12.23¢ per unit, but there are no fractions of cents.
When you fill up, those fractions add up. It gives the divisibility you need to price accurately, but when you price it up, they get rounded away.
Same with Lightning. While your channel/wallet is active, those subunits exist and are useful, but outside of it, they don't exist.
Also, when it all settles on chain, say I had the 10,000.1234 sats, and you had the 10,000.8766 sats, millisats ALWAYS rounds down... so you get 10,000 sats, I get 10,000 sats and the remaining 1 sat is just donated to the miners along with the rest of the transaction fee.
