By what I saw, American and British way to build a house is to make the entire frame for a side of it on the ground and then lift it upright, connect all the frames and then fill the rest. It allows for a very quick building, way faster than using bricks and concrete, so I guess they just kept using it and never thought about evolving.
Which is very dumb, especially on a place that has so many fires like California. It's even dumber if you notice that in many parts of Southern US you can still find historical adobe buildings. Adobe is like a primitive form of brick that was used a lot by the Spanish in Central America, so there are a lot of buildings made with it in places where the Spanish used to be, lime California and Texas. So they had contact with a different form of building that was was not only more resistant to fire, but also more proper to hot areas (adobe retains the heat from the sun, so it keeps the inside cooler during the day). But it's like they simply couldn't grasp it. Kinda like African tribes and agriculture.
