Imagine J&J would have a lock on their brand in Cali and the rest of pacific North America. If for no other reason than protection of their premium pricing. The product may be *produced* offshore, but it would be same product as sold in New York.
If it's not on the shelves, that's supply chain. Maybe something as simple as they've redesigned the packaging and pulled the old. (Happened with Triscuits recently.)
