I've actually haven't tried that, so just a bit of hints.
Current official installation media containing packages from ports is dvd1.iso (such as FreeBSD-14.1-RELEASE-amd64-dvd1.iso) only.
So you should check (traversing related Makefiles and scripts) for it and confirm how it specifies pkg files to be included and where to place them, as not all pkgs are included. There should be some way to select pkg files to be included or excluded.
And you would need to write bsdinstall scripts to install pkgs you need (or call script manually, or choose things to install from bsdinstall).
