Before GM, the same problem happened with f1 Hybrids.
In the global south, it's a form of debt bondage, they lend the seed, then take part of the harvest as payment, and you borrow again to buy MORE seed because the GM stuff won't allow you to save your own seed.
It's just capitalism being capitalism, exploiting the poor to enrich the rich. Quite normal.
