You have to be able to read through this type of text. Strengthening Global governance to ensure inclusivity and safety = identifying everyone using the internet and ensuring they don't "commit crimes".
The digital compact states it will create a governing body which will assess gaps in countries so they can be remediated, like the FATF.
This is all very nice sounding, like the SDGs, however when you look at the document all it says is " we will throw money at countries for digital development if they comply with our standards"
