I disagree. They did not adequately cut off the slave owners from power and keep slave owners from regaining political power. There was an opportunity- Grant certainly worked to give Black people the vote. He sent Federal troops into the South. If you read How the South Won the Civil War- you see that is not just a “method of enforcing it”. The South never gave up.
