You could argue that, yes. Let's say we get 2 blocks at the same time. Now we have two chains of equal accumulated work. You could say there's now 42 million btc for a few minutes, then consensus kicks in and 21 million are orphaned. That is because the protocol is based on the longest chain. But it's actually longest chain plus checkpoints, which Satoshi added, but were taken out. Bitcoin ABC I think still does use checkpoints. When the block subsidy goes away, probably not until the 2040s in the earliest, there's going to have to be a choice between reorgs, checkpoints, tail emission or larger mempool + fees. The perfect limit of bitcoin will get more nuanced and less philosophical in the next 2 decades. Hopefully it will be handled wisely, as it is the last problem to solve to turn bitcoin from a multi-decade asset into a multi-century asset, which, I think, everyone wants.
