⚡️Blinken’s post war plan for Gaza:
In a speech at the Atlantic Council Blinken presented his post-war plan for Gaza that includes the establishment of interim administration that includes representatives of the Palestinian Authority, Palestinians from Gaza & Arab countries, without involvement of Hamas.
Blinken argued that Hamas can't be defeated by military means alone and that a political plan is needed to replace the Hamas government in Gaza. He emphasized that the principles of his plan or any other day-after plan should be enshrined in a UN Security Council resolution.
According to the plan the Palestinian Authority will invite the international community to help establish an interim administration in Gaza that will be responsible for civilian issues such as health, education, the economy and civilian coordination with Israel.
The interim administration will include Palestinians from Gaza who will be selected in consultation with the various communities in the enclave and representatives from the Palestinian Authority in Ramallah.
The international community will provide funding to the interim administration in Gaza and will oversee its activities. The interim administration will work in cooperation with a senior UN official who will be responsible for the reconstruction of Gaza.
The interim administration in Gaza will fully transfer its powers to the Palestinian Authority in the future "as soon as conditions allow", Blinken said.
According to the plan, a temporary security force will be established that will include troops from countries in the region and Palestinians from Gaza who will be vetted to ensure that they are not affiliated with Hamas.
The temporary security force will stabilize the security situation so that it is possible to begin reconstruction and deliver humanitarian aid. The temporary security force will also be responsible for securing Gaza's borders to prevent weapons smuggling that will help Hamas rebuild its power.
At the same time, the U.S. will train and rebuild the Palestinian Authority's security forces so that they can take responsibility for security in the Gaza Strip in the future.
Blinken made clear that Arab countries agreed to be part of the implementation of the plan but only on the condition that Gaza and the West Bank be united under the Palestinian Authority, that the Palestinian Authority undergo reforms and that the entire process will be conducted un the political context of a path to establishing a Palestinian state in the future.
He emphasized that a path for a Palestinian state would not be a "reward for Hamas for October 7" as various Israel officials claim, but rather a blow to Hamas' agenda.
Blinken admitted that so far the Palestinian Authority has not carried out the necessary reforms and the Israeli government has acted to undermine the Palestinian Authority - which in his opinion is the only alternative to Hamas.
