Gary Kurtz, producer of Star Wars and Empire, talked about that problem. It's why he gave up on producing after The Dark Crystal. Hollywood was impatient and refused to believe that these elaborate productions take time to develop. 1982 is a massive year for great films because it's right at the end of the era when they would put a lot of time into development. Blade Runner being a perfect example. Except it bombed at the time, and the studios took that as a lesson that quality does not pay and we ended up with 17 years of mostly weak genre films until The Matrix and Phantom Menace kicked off the modern era. Spielberg is the exception because of Jaws and E.T. he had a special carveout to put the hours in. Plus his extreme jew card.
