Kill all is an exaggeration, but first thing russians do when entering invaded cities is they try to find anyone involved with ukrainian military (soldiers, volunteers, public figures etc) in present or past and mostly execute them, a well publicly known example of this is Bucha, but it's the same everywhere. That part of society alone is more than 1 million people by now.

Next, civilians, at best they will live a very impoverished lives without any perspectives on territories ruled by russian feudal barons (look at how Transnistria, Abkhazia, Donbas (before full scale invasion), Crimea people are doing, these territories were conquered by russia in recent 30 years).

At worst (and very likely) they will become a literal cannon fodder for subsequent russian wars, whenever russia decides to start them. This is what happened to Crimea and Donbas population, it was largely mobilized to fight us, mostly in so called "meat assaults" where low ranking conscripts are thrown at enemy to uncover its positions and deplete our ammunition at the cost of their lives.
