Freedom isn't binary: It's a range.
The greater the choices, the greater the freedom.
The reason to bring responsibility into a choice, is to create awareness.
This is crucial... not the responsibility part (for just like a child, you can't be responsible beyond the limited choices given to you and being conscious for how far those consequences can go), rather, the awareness part.
That is what expands your freedom, which then furthers your ability to choose and understand how far those choices go: Awareness, aka, consciousness.
We don't give up willingly our freedom... we just pick the best choices we have from the perceived limited ones we have in that moment... with the limited awareness we have gained so far.
So, greater awareness, creates a greater range of choices, that create healthier options. Thus, greater awareness, creates greater freedom.
If you know how to limit people's awareness, you can limit their choices. which limit their freedom.
I bet we all have at least one personal example of how we became aware of an imposed limitation and gained more freedom when we became aware of more options.
