Do you really want to give the several largest cities control over the presidency with zero choice for those who live in rural america. In my view the better idea is to give every state 256 electoral votes to be assigned linearly to how people inside said state vote. Now each state is equal to every other state and the flyover state problem is eliminated. Next up is changing the senate such that each state gets one vote to be decided with a delegation of no less than two and no more than seven selected by single transferable vote with one large statewide district. Unless the majority of the state delegation votes Yes, then it votes No by default. Next up is changing the house of representatives to have a fixed number of representatives selected by proportional representation with no districts, with votes translating directly to elected representation for each political party. Each political party then has its own process to select who fills their allocated seats. This prevents wasted votes with ideological representation regardless of location in the house and local representation in the senate. I also advocate abolishing the 16th amendment in favor of states raising revenue directly to support the federal government and import duties/value added tax.
