Sounds a bit like Signal; I know they have central infrastructure that's been blocked by some places (see
https://signal.org/blog/run-a-proxy/). But Signal only comes from the Google Play Store (and ofc Apple but that'll be out of scope here I'm sure). Perhaps a VM running Android running Signal would be close to what you're thinking about?
Or, if it isn't, then perhaps some specific objections to Signal could help narrow down what you're wanting in more detail?
