I think that's, more or less, what they do. I remember kids who got free lunches, and others who got subsidized lunches. Either way, lunches are usually really cheap.
What really bugs me about this is this is just really petty boomer stuff. We have much bigger problems, and they always come back to "we need to reduce spending". Why?
