Because of the walled garden effect and the negligible uptake of alternative means of staying in contact with people. I have some friends who live oversees who insist on using Meta-only services to stay in contact (admittedly not entirely their fault since there are few alternatives).
Deleting FB would be equivalent to ending those friendships, so I go the deactivation route to keep a backchannel available, if needed, to stay in contact.
