Depends how many outputs are going to change simultaneously, and if they are changing quickly or if they are slew rate limited. More changes and steeper changes require more caps to avoid ground bounce.
If you're worried about cost, you can always leave the cap pads empty. If you're worried about area, that's a tough tradeoff to make before testing.
