That’s fair, but there are other letters and interviews where he denounces what I would call “rule by state”.
A “pseudo-monarchy” can be a form of anarchy as long as the monarch’s rule is agreed upon by every person, thru a consensual contract. Tolkien was a devout catholic, and I’m inclined to believe that his “perfect” system would be one where a king — crowned by god — would rule as god [would]. Meaning a benevolent king that does not interfere in people’s lives unless they willing seek out the king/god. But I’ll agree that if this were the case, a true anarchy would never exist (according to Tolkien,) by the fact that god has omnipotence.
