it would be challenging to close Death Valley because of the private inholdings where the resort is and also the Timbisha Shoshone Tribe's village. The resort will never sell out and no doubt would fight in court if the park and highways through it were closed when it's excessively hot.

It might be better to setup checkpoints at all paved entrances to the park (and maybe signs on the 4x4 roads)...
