I used to have problems with animals eating the dahlias, including deer. My two small terriers are very effective at keeping them at bay for the most part.

I plant phlox paniculata around dahlias which helps keep them upright while also repelling deer with their fragrance. Deer browse the phlox early on, but they will still bloom. When they bloom, the fragrance will repel the deer. The phlox also helps with burrowing animals that will eat the dahlias.
