My unsolicited take: Putin is (1) stalling until Trump’s short attention span fidgets him in a new direction and (2) threading Russia’s original capitulation demands into the ceasefire framework. The “root causes” phrase is shorthand for all the concessions Kyiv and NATO members still reject.
