Well, I wasn't referring to collapse of civilization, I was talking about war, basically.

Of course, that would be preferable to avoid as well. But there are a LOT of levels of mayhem that fall short of a collapse of civilization. I would argue that even the Russian Civil War didn't reach that level, though it was close. The trains still operated, after all.
