If the law is so complex that a 12 year old can't memorize it entirely, then the law is violating your rights, no matter what it says.
Also, don't underestimate 12 years. They're the real ubermensches. Old enough to learn anything, but not yet self limiting due to self consciousness. They are, by far, smarter than most adults.
So, I'm saying that if the best in society, those whose excellence is their nature, can't fully comprehend and internalize the law, the you have tyranny. I'm giving the government the benefit of the doubt, by a wide margin, and it still fails.
