Where does the 555 timer get its name? (Correction in replies!!)
There is a resistor ladder from VCC (pin 8) to ground (pin 1) comprised of three 5 k-ohm resistors that divide VCC into thirds.
It can do more than just timing, but its baked-in hysteresis points at ⅔VCC for the threshold voltage and ⅓VCC for the trigger voltage makes it useful for timing when paired with a resistor-capacitor network!
