An international political summit meeting does not stand alone. It is the culmination of weeks and months of pre-meeting diplomacy. To not sign the summary communique indicates either you didn't bother participating in the prep work, or that your position was impossibly isolated. Either way it's a bad look for whoever refuses to sign.
