I experienced this first hand. We had an appliance that would work fine for months then get packet loss but a reboot "fixed" it.
Problem was someone set the appliance for 100mbit full, disabling autoneg, despite switch using autoneg. The driver had a bug where it wouldn't reinit the phy after setting the mode, so it's stay in autoneg mode till link down (switch got rebooted) and then the phy would be 100 full, but switch would be half as the card didn't autoneg.
