It was more of a boiling pot effect over decades I think. In many cases it's the same white guys doing the same work they were doing 10-20 years ago, they just gradually adapted over time to the bullshit DEI requirements in order to keep doing their job. Now the chip manufacturers are getting thrown into the deep end head-first and are going "WTF, how do you work like this?" Which is honestly a great question, answered by the fact that the DoD has an unlimited federal money faucet.
