When standing by, it'll be a tank with two discrete temperature zones. And as soon as water starts flowing, the top T-stat will see that cooler water and switch on, meaning the incoming water won't be heated at all.
If the flow rate were just right, you might get the bottom half up to the desired temp before it leaves, but once it's gone you're out of hot water altogether. So the capacity isn't really extended.
