regarding driver education, the US as a whole is a trash fire. Having grown up in NY the 'education' was laughable even 40 years ago.
But to support your thought I give you SC. In the early 90s, car inspections were a joke. A legislator decided inspections were too expensive so legislated inspection could cost no more than $3.00. The decals the mechanics bought from the state cost more than that.
So a game played out where they just approved everybody all the time unless the state was checking that day.
Years later...another legislator noticed the inspections were less than useless (gee, wonder why) and thus SC eliminated the annual safety inspection.
