I'd argue that if national state do it cleaver, it might be better then welfare.
It depends what they push as a defense spending. E.g. it might go to roads, railways, energy grid upgrades and resilience and all kind of similar spending. not necessarily weapons.
but yeah, the poor will pay for it anyway.
