On one hand I agree; both because it gives students more stability & also as you say as this would be an incentive to have full spectrum, well-developed HE right across the country;
but (having taught university students for 25 years) I think you are not fully recognising the value of them being away from hime & (as it were) coming of age with a group of peers - I should say I don't hold a romantic notion of this, it results in all sorts of problems, but still has a value, I think
