The keywords being "Deloitte audits annually". What happens inbetween is everyone's guess. They were granted up to 30 days to settle any transactions! You can do a lot of shady shit in 30 days w/o it showing up on-chain...
Besides, as if the name Deloitte is a guaranty of incorruptible trust...lol Just type "Deloitte fined" in Google and there are hundreds of hits with Deloitte backdating, cheating and falsifying audits.
